I'm sure that this has been talked about before.

The "Optional" back-cut on the shell casting serves what function?

Optional? The beveled area at the base of the cartridge is for extraction. It takes the place of a rim that would be on a rimmed cartridge.

You'll need to ask the SAAMI folks about that "optional" tapered section at the base of the case as it's part of their specifications for a 9mm Luger round.
